How to open the console
Open the game settings, go to the Game tab and set Enable Developer Console to Yes. Then press the ~ key. You can also add -console to the launch options in Steam.
Practice commands are safe
The commands marked needs sv_cheats 1 work only on your own practice server, and they do nothing in matchmaking. They are built into the game by Valve. Never use third-party cheat programs, because they can get your account banned. Read the full practice commands guide for a copy and paste config.
Tips
