The four main options

RPG Site says you need to flirt and make the right dialogue choices. For example, Panam's route asks you to avoid mentioning money in one quest. Names are story spoilers, so we do not go further.
Other short encounters
There are also one-time encounters, such as paid ones on Jig Jig Street and one with Meredith Stout. These are not real relationships, and we skip the details.
Updates
RPG Site reports that Update 2.1 added a repeatable hangout quest for Judy, River, Panam and Kerry, and that later updates added scenes and phone calls. Phantom Liberty also affects relationships through its ending, which we do not spoil.
